Through CUNY's School of Professional Studies and Queens College, the Murphy Institute offers certificate programs at the undergraduate, graduate and advanced levels in Public Administration and Public Policy, Labor Studies and Transit Industry.

Public Administration and Public Policy

The Public Administration and Public Policy certificate program provides students with both a theoretical and practical understanding of public administration, government systems and structures, and policy and decision-making strategies. It is offered on three levels:

1. The Undergraduate Certificate in Public Admnistration and Public Policy
The undergraduate certificate provides students with a substantial background in government, the process of policy-making, and public administration. To earn an undergraduate certificate, students must complete the following four 4-credit courses for a total 16 credits.

Government, Politics, and the Policy-Making Process

Public Issues and Public Policy

Research Seminar on Public Policy

2. The Graduate Certificate in Public Administration and Public Policy
The graduate certificate program is designed for students who hold a Bachelor’s degree. It offers a deeper understanding of public management, administrative decision-making, diversity, staff development and training, and union-management relations.   To earn the graduate certificate, students must complete four out of the following five, 3-credit courses for a total of 12 credits:

Public Administration

Social and Economic Policy in the United States

Policy Analysis

Research Methods Seminar

Practicum: Analysis of Public Policy Issues

3. The Advanced Certificate in Public Administration and Public Policy
This program is intended for students with an M.A. in Urban Studies or a related field. It provides students with an opportunity to put their decision- and policy-making skills into practice through field-based projects. To earn the advanced certificate in Public Administration and Public Policy students must complete the following three 3-credit courses for a total of 9 credits:

Practices in Public Administration

Advanced Practicum: Analysis of Public Policy Issues

Project Demonstrating Excellence


Labor Studies
These programs examine topics related to work, workers, and their institutions. Courses examine the history and principles of organized labor as well as working-class life and culture, and focus on contemporary challenges facing unions today.  These include changing demographics and the effects of globalization.

1. The Undergraduate Certificate in Labor Studies
To earn an undergraduate certificate, students must complete four of the following six, 4-credit courses for a total 16 credits:

U.S. Labor History (required)

Contemporary Labor Issues (required) 

Work, Culture, and Politics in New York City 

Labor and Workplace Studies (field placement)

Sociology of Work

Unions and Labor Relations

2. The Graduate Certificate in Labor Studies
To earn a graduate certificate in Labor Studies students must complete four of the following seven, 3-credit courses for a total 12 credits:

Labor in the Era of Globalization (required)

Research Methods (required)

U.S. Labor History from 1929 to Present (required of students who have not previously taken a labor history course)

Labor Law

Labor Studies Field Work/ Internship

Labor/Management Relations

Theories of the Labor Movement



Transit Industry

The continued modernization of public transit systems has important implications for urban communities and for the workforce that supports the transit industry. In partnership with CUNY's School of Professional Studies (SPS), and at the request of the Transport Workers Union Local 100/New York City Transit Authority Training and Upgrading Fund, the Murphy Institute offers two of three required courses that are part of the Transit Certificate Program (click on course titles for descriptions): 

The Development of Mass Transit in New York City: The Industry and its Workers

Worker Health and Safety

These courses are designed to provide transit workers with an enhanced understanding of their working environment and to prepare them for promotional opportunities within the industry.   The third course Job Duties of the Train Operator is offered at the TWU Local 100's Training and Upgrading Fund's headquarters.  For more information about this course, call 646.505.4500.
